I am not prepared to recommend the grant of

such a large area as that applied for as I consider that the requirements of a school of not more than 250 boys should

be amply provided for in a space of about twenty acres. This is approximately the area that was approved in your despatch under reference and allows of about seven acres for recreation on the old parade ground and ample space for all necessary buildings on the hill above. I enclose a plan on which the area recommended is coloured red, but until an accurate survey has been made the boundaries cannot be

definitely show.

The terms of the lease would be the same as those set out in paragraph 4 of my despatch No.379 of the

14th October, 1921, with the addition of a building covenant of $500,000, some amendment of clause (h) to suit the new sits, and in place of clause (j) an arrangement as regards the supply of water from some other source not yet decided on. The Council of the College report that they have in hand a sum of about $230,000 and promises of a further 850,000, but they do not wish to issue an appeal for further funds until it is known whether the Stanley site is approved.

There is another point to be considered which affects the financial question. St. Stephen's College is one of the very few schools in the golony that did not come under the Education Ordinance of 1913, but the Council is

now prepared to bring the school under the Ordinance and the effect of this would be to render the school eligible for a building grant up to one half of the cost of buildings devoted solely to education. This expenditure might amount to as much as $150,000, in which case a building grant of 875,000 could be made by the Government.
